After passing the Building Canada Act in 2025, Prime Minister Carney’s government is at it again with the proposed Building a Strong Canada Act. While C-5 targeted specific environmental protections for dismantling, including those safeguarding species at risk, birds, fish and waterways, this new legislation would permanently weaken all of these protections.
In Prime Minister Carney’s vision, the environment is an obstacle to industrial development. We are already worried about the consequences of a potential Building a Super Strong Canada Act in 2027.
Making Canada stronger?
We will not build a stronger Canada by refusing to assess the potential environmental consequences and community impacts of building a new oil pipeline, gas pipeline or nuclear power plant, which is what this bill proposes.
We will not build a stronger Canada by filling our rivers and waterways with construction waste, which is what this bill proposes.
We will not build a stronger Canada by compensating for the destruction of fish stocks with a cheque, which is what this bill proposes.
We will not build a stronger Canada by imposing federal commercial zones where anything goes on Quebec territory, which is what this bill proposes.
We will not build a stronger Canada by authorizing construction in areas that are home to species at risk, which is what this bill proposes.
Above all, we will not build a stronger Canada by undermining public consultation processes and disregarding what Canadians think, which is what this bill proposes.
This bill will not help the Prime Minister win the trade war with the United States.
Mark Carney must do better. He must invest in infrastructure that serves our communities and truly strengthens their economic and environmental resilience—something this bill fails to do.
